=== Diplomatic relations === After the UDI, Rhodesia maintained several overseas missions, including Pretoria, and until 1975, Lisbon in Portugal and Lourenço Marques (now Maputo) in Mozambique. == Prognosis == The prognosis is generally poor with survival typically measured in months. The median survival time of patients without treatment is four to six weeks. The best prognoses are seen from NM due to breast cancer with the median overall survival of no more than six months after diagnosis of NM. Death is generally due to progressive neurological dysfunction. Treatment is meant to stabilize neurological function and prolong survival. Neurological dysfunction usually cannot be fixed but progressive dysfunction can be halted and survival may be increased to four to six months. It occurs in approximately 3-5% of cancer patients. The disease is usually terminal and if left untreated, the median survival is 4–6 weeks whereas if treated, the median survival can increase to 2–3 months. Treatment will be more effective if it is done on the primary tumor before it metastasizes to the brain or spinal cord. Patients with leukaemia achieve better results compared to patients with solid tumours who have undergone treatment. It was found that 75% of patients stabilize or improve over several months as opposed to 25% of patients who do not respond and have progressive disease. But despite initial improvement, most patients survive only a few months. == Return, illness, and death == In 1999, the Panamanian government had sought the extradition of Noriega from the U.S., as he had been tried in absentia and found guilty of murder in Panama in 1995. After Noriega was imprisoned in France, Panama asked the French government to extradite Noriega so he could face trial for human rights violations in Panama. The French government had previously stated that extradition would not happen before the case in France had run its course. On September 23, 2011, a French court ordered a conditional release for Noriega to be extradited to Panama on October 1, 2011. Noriega was extradited to Panama on December 11, 2011, and incarcerated at El Renacer prison to serve the sentences, totalling 60 years, that he had accumulated in absentia for crimes committed during his rule. On February 5, 2012, Noriega was moved to Hospital Santo Tomás in Panama City because of high blood pressure and a brain hemorrhage. He remained in the hospital for four days before being returned to prison. It was announced on March 21, 2012, that Noriega had been diagnosed with a brain tumor, which was later revealed to have been benign. On January 23, 2017, he was released from prison and placed under house arrest to prepare for surgery that would remove the tumor. On March 7, 2017, he suffered a brain hemorrhage during surgery which left him in critical condition in the intensive care unit of Hospital Santo Tomás. === Independent bottlers === Most malt distilleries sell a significant amount of whisky by the cask for blending, and sometimes to private buyers as well. Whisky from such casks is sometimes bottled as a single malt by independent bottling firms such as Duncan Taylor, Master of Malt, Gordon & MacPhail, Cadenhead's, The Scotch Malt Whisky Society, Murray McDavid, Berry Bros. & Rudd, Douglas Laing, Adelphi and others. These are usually labelled with the distillery's name, but not using the distillery's trademarked logos or typefaces. An "official bottling" (or "proprietary bottling"), by comparison, is from the distillery (or its owner). Many independent bottlings are from single casks, and they may sometimes be very different from an official bottling. For a variety of reasons, some independent bottlers do not identify which distillery produced the whisky in the bottle. Mostly this will be at the request of the whisky distiller as they are unable to regulate the quality of the whisky sold. Some distilleries, to prevent third-party bottlers from naming them on the bottle, add a small amount of whisky from a different distillery, a technique called 'tea-spooning' which then precludes the sale of the whisky as from a specific distillery, or as a single malt; the addition of any whisky from a second distillery is by regulation a blended malt (which will also allow it to be exported in bulk form, unlike single malts which may only be exported bottled ready for sale).
